Internal Rules and Regulations of COHESODEC
INTRODUCTION

The internal rules and regulations and daily management guide of COHESODEC is to complement and complete the constitution of this prestigious organ. All Board Members, staff and external consultants are obligatorily required to study and fully respect this document along side the constitution of the structure. This document is aimed at counselling all Board Members and staff volunteers of COHESODEC to stay upright as they carry out their task and humanitarian responsibilities with the population of Cameroon.  This guide we believe will go a long way in helping to impact on the attitudes and conducts of all saving with the structure. This document is equally aimed at improving as well as curbing on the excesses of all serving in this organ. All serving for this structure must strive to keep to these internal rules and regulations and must ensure the total fulfilment of their responsibilities in complete compliance to these internal rules and regulations enforced to ensure the total success of this structure in all it’s pursuits for the betterment of the future of Cameroon.
Any persons serving for this structure who shall violate any aspect of the internal rules and regulations and daily management guide as well as the constitution of this structure shall either be sanctioned, fined, suspended or out rightly expelled completely from the organ by the Management Board after due considerations. However, any member or staff serving for COHESODEC who is a victim of violation with regards to the above mentioned circumstances shall have a chance to table an apology to the Management Board for re-consideration. Unless the Management Board approves of such an apology, the previous decision taken by the Board remains enforced.
 

RESPECT FOR HIERARCHY

For every structure to function property there must be respect for authority. COHESODEC is therefore not an exemption. Since there can never be two captains for the same ship and at the same time it is therefore vital that each Board Member or Staff must respect the other above him/her. COHESODEC is structured from the Management Board down to the permanent staff, auxiliary staff as well as temporal staff as follows;
 
The Board Chairman, the Secretary General, the Legal Adviser, the Financial secretary, the Treasurer, the Auditor in Chief, the Internal Controller, the Public Relations officer, the Coordinator, the Administrator, the Accountant, the Project Manager, Internal and External Consultants, the Secretary, Drivers, a cameraman, Security Personnel and Cleaners. However, respect is reciprocal to all.
The organigram structured above must be fully respected by all. Each Board Member or Staff must respect the senior in position above him/her either by elections or recruitment. Failure to respect or take to Instructions or Assignments from hierarchy, such a Subordinate is liable to sanctions as clearly spelt out in the consequences at the end of this document.
However, all the eight Executive Board Members who constitute the Management Board and reserve voting rights in the structure can only be sanctioned, fined, suspended or completely expelled from the structure by a  2/3      majority vote of the Board present and voting for the decision.
On the other hand, all recruited staff volunteers recruited by the structure can upon consultation from the Management Board be expelled from the structure by the Board Chairman without prior notification. However, he/she in such a case must be served with a letter of dismissal.
 

“Do’s” and “Don’t’s” OF COHESODEC

“DO’S” (what I must do as a staff volunteer of COHESODEC)

 Must respect all authority and carry out all assigned task as well as go on mission anywhere in the country when assigned on duty.
 Must render all services with the respect for human rights, honesty, transparency, a greater sense of responsibility and total commitment to their duty post.
 Must represent a positive image and propagate for the organ wherever the need arises.
 Must respect the entire constitution as well as the internal rules and regulations enforced by the structure.
 Must always be present at his/her duty post and make the organ proud in every aspect for services rendered.
 

“DON’TS” (what I must never do as a staff volunteer of COHESODEC)

 Must never disrespect any authority of the organ or express bad faith, jealousy and hatred.
 Must never indulge into excesses or get drunk when on duty, in fact should be a role model to the society he/she is called upon to serve, however with all humility.
 Must never be late or absent from his/her duty post. (unless for very severe reasons in which case a permission request must be made in writing and approved by the Management Board or the Board Chairman)
 Must never be ideal or lazy at duty post and must bring to the notice/knowledge of the authority above him/her that the previous assignment he/she was assigned to do was complete instead of sitting ideally.
 Must never insult anybody or fight in the course of carrying out his or her duties.
 Must never gossip, blackmail, slander or backbite against other colleagues thereby creating an uncondusive environment for the working staff.
 Must not be arrogance or unnecessarily puffed up in the exercise of his or her functions.
 Must never discuss private issues during working hours and never speak languages other than English and or French. (Fines and sanctions shall be meted out on any staff caught speaking the dialect).
 

                               DRESSING Code in COHESODEC

The dressing of all working Management Board Members and Staff volunteers must be formal and decent. No form of indecent dressing shall be tolerated at COHESODEC offices and in the field when working for COHESODEC. Remunerations of the structure shall make provisions for dressing allowances. No females working for COHESODEC shall be allowed to dress indecently. No form of dressing exposing vital parts of the body shall be allowed for those working for the structure. All Staff of the male sex must dress responsibly, must tuck in and put on a tile on daily basis. Only putting on a suit shall be optional. Dressing responsibly and putting on a tile for all male staff shall be compulsory in COHESODEC.
 

Honesty / Transparency in COHESODEC

 Must be honest, transparent and accountable in all monetary and duty post of his/her responsibility.
 Must avoid lies telling and dishonesty that can hinder the smooth functioning of the organ or create a suspicious atmosphere on the path of that Member or Staff which can be detrimental to him/her.
 Must be honest and transparent in all financial matters with respect to the signing out of finances with no justifiable purpose(s) in the field prompted by lies telling and a dishonest attitude towards work.
 Must ensure that finances destined/programmed for a particular purpose are directed to that purpose only.
 Must work with his/her conscience and enable to be honest and transparent in the field of work with respect to finances and the amount of hours put at work.
 Must not be corrupt in any aspect, never forge or attempt to forge any document of the organ and must not misappropriate funds of the organ. If caught in any of the aggravated acts mentioned above, (see consequences at the end of this document).
 

The Code of Conduct of COHESODEC

                                                             (ALL MUST LEARN TO RESIDE)
The law of the conscience is our high standard, love and service to humanity is our operational philosophy and the fear of God is our judge. We respect and promote the respect for all fundamental human rights, social justice, human dignity and respect for equal rights of women, men and children. We pledge to implement all programs and to respect the terms of projects judiciously, appropriately and responsibly when assigned to serve COHESODEC any where in Cameroon.
Principles of Serving in COHESODEC
 Respect yourself, respect others and be responsible in carrying out your activities.
 Do not allow a small argument destroy your friendship and relationship in COHESODEC.
 Ensure success at home first as an individual, ensure success in your community and learn to share knowledge. It is a way to attain immorality and judge your success from the sacrifices you went through in your country to achieve them.
 Seek and merit divine help and remember that silence is sometimes the best resolution to a problem.
 Always obtain the counsel of others and when you realize that you have made a mistake, take immediate measures in correcting them.
 Open your minds for change but don’t let go your values and never compromise honesty.
If you are a leader, always hear both sides before judging and always defend those who are absent. During misunderstandings, be occupied with the actual situation and avoid bringing back the past and always seek for peace and tranquillity in your working environment.
 

The Secret of Success in COHESODEC

 Take time to think, it is the source of power.
 Take time to work, it is the price of success.(therefore do not be an eye servant, rather show a strong commitment at work whether being supervised or not)
 Take time to pray, it is the greatest power on earth.
 Take time to play, it is the secret of perpetual youth.
 Take time to be friendly, it is the road to happiness
Thoughts for reflection for all in COHESODEC
 Do not always criticize for fun; you will always meet with condemnation.
 Do not be hostile; you will always meet with confrontation.
 Do not hurt other, you will always feel guilty.
 Be tolerant, for others will be patient with you.
 Always encourage others; they will build confidence in you.
 Be fair to others, that is the course of justice.
 Be friendly to others, you radiate love in the world.
 Where-ever there is love, there. Will be peace.(fear God and be happy).
 Do not always believe what you hear about others without verifying, for the world is full of deceitful people.
 Never despise God, rather fear God and you shall be happy in life.
 Do not be arrogant, for you shall be marginalized.

 Do not be an eye servant, for your career is at stake.

The Pathway to Follow In COHESODEC

Go placidly amid the noise and haste, and remember what peace there may be in silence. As far as possible without surrender, be on good terms with all persons. Speak your truth quietly and clearly, and listen to others even the dull and ignorant, they too have their story. Avoid loud and aggressive persons, for they are vexations to the spirit. If you compare yourself with others, you may become vain and bitter, for always there will be greater and lesser persons than yourself. 
Enjoy your achievements as well as your plans. Keep interested in your own career, however humble, it is a real possession in the changing fortunes of time. Exercise caution in your business affairs, for the world is full of trickery. But let not this blind you to what virtue there is. Many persons strive for high ideals, and every where life is full of heroism. Be yourself especially, do not feign affection. Neither be cynical about love, for in the face of all aridity and disenchantment, it is as perennial as the grass. Take kindly the counsel of the years, gracefully surrendering the things of youth. 
Nurture strength of spirit to shield you in sudden misfortune. Do not distress yourself with dark imaginings. Many fears are born of fatigue and loneliness. Beyond a wholesome discipline, be gentle with yourself. You are a child of the universe, no less than the trees and stars. You have a right to be here. And whether or not it is clear to you no doubt, the universe is unfolding as it should. Therefore, be at peace with God, whatever you conceive Him to be and whatever your labours and aspirations in the noisy confusion of life, keep peace in your soul. With all it’s sham, drudgery and broken dreams, it is still a beautiful world.

SOLIDARITY IN COHESODEC

Since life is full of uncertainties, it will be unjust and unfair for COHESODEC not to extend a helping hand to it’s Members and Staff during difficult moments where they have lost their family members and loved ones. Due to the fact that our African families are very large, COHESODEC shall extend a hand of solidarity to members and staff when they lost their immediate family members .such individuals in this sense constitutes, spouse, parents, brothers and sisters as well as uncles or antis only. 
However, such solidarity could be showed in kind or cash. The amount to be disbursed shall be a decision of a brief and urgent Board Meeting. Such Board Meeting shall equally determine whether or not it is compulsory for all Board Members and staff to be present or represented to condole with such a Board Member or Staff. In cases where it is compulsory, a fine shall be fixed and meted on all those who shall not be present to extend this hand of solidarity. Also, in cases where it is not compulsory for all Board Members and Staff to attend, the Staff or Board Members in question shall be called upon and handed what has been agreed upon for this art of solidarity in cash or kind as per the decision of the extra-ordinary Board Meetings or as the case may be some few members of Staff may be assigned to represent COHESODEC in such a funeral.
In cases where it is a Board Member or Staff who dies, it shall be compulsory for all Board Members and Staff to attend with their contributions which shall equally be decided by the Board in sitting. Such contributions shall be fixed by the Board. A substantial amount of money shall equally be withdrawn from COHESODEC Account to assist the family in such funeral preparations.
All Members and Staff must report such incidents on time and as soon as possible i.e. on time and must be sure it falls in line with the nature of family members such arts of solidarity is being extended to. When such matters are investigated and found out that it does not fall in line with this category or nature, severe sanctions shall be meted on such a Board Member or Staff In question.
 

Sanctions/Consequences of non respect for the internal rules and regulations and daily management guide as well as the constitution of COHESODEC.

 
 Shall be sanctioned severely. (Sanctions shall be determined by the Management Board.
 Shall be fined to pay a certain amount of money to be determined by the Management Board.
 Shall be suspended from all activities of COHESODEC for varying durations to be determined by the Management Board.
 Shall be completely expelled from the organ in severe cases that cannot be managed or tolerated by the Board.(such decisions shall be taken after due considerations must have been made to remedy the situation).
 Shall take legal measures where appropriate as the Management Board shall deem necessary.
 Shall if need be resort to detention and seek for payment of damages to the organ.
 These internal rules and regulations shall be respected by all concerned. All parts of these internal rules and regulations and the daily management guide could be modified, change or amended only by a 1\3 majority vote of the Management Board in sitting.
